中国国际科技促进会期刊中心(以下简称“期刊中心”)始终将学术诚信与出版伦理视为学术出版的生命线。为营造风清气正的学术生态,保障学术成果的真实性、原创性与可追溯性,期刊中心参照国际出版伦理委员会(COPE)准则及国家相关法律法规,制定本出版伦理规范,对编辑、作者、审稿人及相关各方提出如下要求。
一、编辑职责与伦理
- 客观公正:编辑应以学术质量为唯一标准,对稿件进行公平、公正的评审与取舍,不因作者的性别、年龄、国籍、宗教信仰、政治立场、学术地位或机构隶属而产生歧视。
- 保密原则:编辑对所有投稿稿件的内容严格保密,在未获得作者书面同意前,不得向无关第三方披露稿件信息、审稿人身份及评审意见。
- 利益冲突回避:编辑若与稿件作者存在合作关系、竞争关系或其他可能影响客观判断的利益关联,应主动声明并回避该稿件的处理。
- 及时高效:编辑应在承诺时限内完成稿件处理,及时向作者反馈审稿意见与录用决定,不得无故拖延。
- 纠错与撤稿:编辑对已发表论文负有持续监督责任。一旦发现论文存在重大错误、学术不端或违反出版伦理的情形,应及时发布更正声明,必要时予以撤稿,并向相关机构通报。
二、作者义务与伦理
- 原创性:作者应保证所投稿件为原创成果,未在其他期刊或出版物上发表,也未一稿多投。引用他人成果须规范标注出处,严禁抄袭、剽窃。
- 数据真实:作者应保证研究数据的真实性与完整性,不得伪造、篡改实验数据或研究结果。涉及人体或动物实验的研究,须提供伦理审查批准文件。
- 署名规范:署名作者应均对研究做出实质性贡献并对论文内容负责。作者顺序应经全体作者协商一致,不得随意增减或变更。投稿后如需变更署名,须提交全体作者签字同意的书面说明。
- 利益冲突声明:作者应在投稿时声明可能影响研究客观性的利益关系,包括但不限于资金资助、商业关联、竞争关系等。
- 数据共享与可重复性:鼓励作者在论文发表后公开研究数据、代码与实验材料,以支持学术验证与后续研究。对涉及保密或隐私的数据,应说明合理的获取途径。
- AI 使用规范:作者使用人工智能工具辅助写作、数据分析或图像生成时,须在论文中如实披露工具名称、使用范围及方式,不得将 AI 生成内容作为原创学术观点,不得利用 AI 伪造数据或文献。
三、审稿人职责与伦理
- 学术诚信:审稿人应基于专业知识,对稿件的学术价值、方法科学性、数据可靠性及表述规范性进行客观、审慎的评审,提供建设性意见。
- 保密义务:审稿人对所审稿件的内容严格保密,不得复制、留存或向他人透露,不得利用审稿之便获取未公开的研究信息为己所用。
- 利益冲突回避:审稿人若与作者存在合作、竞争或其他利益关联,可能影响评审公正性时,应主动向编辑说明并回避。
- 按时评审:审稿人应在约定时间内返回评审意见,如无法按时完成,应及时告知编辑。
- 禁止不当行为:审稿人不得利用审稿机会贬低竞争对手、要求作者引用自己的论文以换取正面评价,或从事其他有违学术公正的行为。
四、学术不端行为的认定与处理
期刊中心对以下学术不端行为实行“零容忍”:
- 抄袭剽窃:未经许可使用他人文字、观点、数据或图表;
- 数据造假:伪造、篡改实验数据、图像或研究结果;
- 重复发表:一稿多投或将已发表成果拆分重复发表;
- 不当署名:虚构作者、侵占他人署名权或未经同意署名;
- 操纵同行评议:虚构审稿人、串通评审或干预评审过程;
- 论文买卖与代写代投:通过第三方机构买卖论文、代写代投;
- 虚假引用:操纵引用数据、虚假引用或引用与论文无关的文献。
处理措施:一经核实存在学术不端行为,期刊中心将视情节轻重采取以下措施:退稿、撤稿、通报作者所在单位、列入期刊中心黑名单、在一定期限内拒绝该作者投稿,并向相关学术评价机构通报。涉嫌违法的,依法移送有关部门处理。
五、版权与开放获取
- 论文发表后,作者保留著作权,期刊中心享有论文的出版权、信息网络传播权及汇编权。
- 鼓励作者选择开放获取(Open Access)模式发表,使研究成果更广泛地服务于学术共同体。
- 任何单位或个人转载、摘编已发表论文,须注明出处并获得授权,不得用于商业目的。
六、投诉与申诉
任何个人或机构如发现期刊中心所属期刊存在违反出版伦理的行为,或对稿件处理结果有异议,可通过官方渠道向期刊中心投诉或申诉。期刊中心将在收到投诉后及时开展调查,并在 30 个工作日内反馈处理结果。调查过程严格保护投诉人隐私。
本规范自发布之日起施行,期刊中心保留根据国家政策与行业发展适时修订的权利。所有向期刊中心所属期刊投稿的作者、参与评审的审稿人均视为已阅读并同意遵守本规范。
The Journal Center of the China International Association for Promotion of Science and Technology (CIAPST) (hereinafter referred to as the “Journal Center”) has always regarded academic integrity and publication ethics as the lifeline of academic publishing. To foster a clean and upright academic ecosystem and ensure the authenticity, originality, and traceability of academic output, the Journal Center has formulated these Publication Ethics Guidelines in reference to the guidelines of the Committee on Publication Ethics (COPE) and relevant national laws and regulations, setting forth the following requirements for editors, authors, reviewers, and all relevant parties.
I. Editorial Responsibilities and Ethics
- Objectivity and Fairness: Editors shall evaluate and select manuscripts based solely on academic quality, conducting fair and impartial review without discrimination based on the author's gender, age, nationality, religious belief, political stance, academic status, or institutional affiliation.
- Confidentiality: Editors shall strictly maintain the confidentiality of all submitted manuscripts. Without the author's written consent, no manuscript information, reviewer identity, or review opinions shall be disclosed to unrelated third parties.
- Conflict of Interest Recusal: If an editor has a collaborative, competitive, or other relationship with the author that may affect objective judgment, the editor shall proactively declare the conflict and recuse themselves from handling the manuscript.
- Timeliness and Efficiency: Editors shall complete manuscript processing within the committed timeframe, promptly provide authors with review feedback and acceptance decisions, and shall not cause undue delays.
- Correction and Retraction: Editors bear ongoing responsibility for supervising published papers. Upon discovering significant errors, academic misconduct, or violations of publication ethics in a published paper, editors shall promptly issue a correction statement, retract the paper if necessary, and notify the relevant institutions.
II. Author Obligations and Ethics
- Originality: Authors shall ensure that the submitted manuscript is an original work, has not been published in other journals or publications, and is not under simultaneous consideration elsewhere. All use of others' work must be properly cited; plagiarism is strictly prohibited.
- Data Integrity: Authors shall ensure the authenticity and completeness of research data, and shall not fabricate or falsify experimental data or research results. Research involving human or animal subjects must provide documentation of ethical review approval.
- Authorship Standards: All listed authors shall have made substantial contributions to the research and be accountable for the paper's content. The order of authorship shall be agreed upon by all authors and shall not be arbitrarily added, removed, or changed. Any change in authorship after submission requires a written explanation signed by all authors.
- Conflict of Interest Disclosure: Authors shall declare, at the time of submission, any interests that may affect the objectivity of the research, including but not limited to funding sources, commercial affiliations, and competitive relationships.
- Data Sharing and Reproducibility: Authors are encouraged to make research data, code, and experimental materials publicly available after publication to support academic verification and follow-up research. For data involving confidentiality or privacy, reasonable access procedures shall be described.
- AI Usage Standards: When using artificial intelligence tools to assist in writing, data analysis, or image generation, authors shall truthfully disclose in the paper the tool name, scope, and manner of use. AI-generated content shall not be presented as original academic viewpoints, and AI shall not be used to fabricate data or references.
III. Reviewer Responsibilities and Ethics
- Academic Integrity: Reviewers shall, based on their professional expertise, conduct objective and prudent evaluation of the manuscript's academic value, methodological rigor, data reliability, and presentation quality, and provide constructive feedback.
- Confidentiality Obligation: Reviewers shall strictly maintain the confidentiality of the manuscripts they review. They shall not copy, retain, or disclose manuscript content to others, nor exploit the review opportunity to obtain undisclosed research information for personal use.
- Conflict of Interest Recusal: If a reviewer has a collaborative, competitive, or other interest with the author that may compromise review impartiality, the reviewer shall proactively inform the editor and recuse themselves.
- Timely Review: Reviewers shall return review opinions within the agreed timeframe; if unable to do so, they shall promptly notify the editor.
- Prohibition of Improper Conduct: Reviewers shall not use the review opportunity to disparage competitors, require authors to cite their own papers in exchange for favorable reviews, or engage in other acts that violate academic fairness.
IV. Identification and Handling of Academic Misconduct
The Journal Center maintains a “zero tolerance” policy toward the following forms of academic misconduct:
- Plagiarism: Unauthorized use of others' text, ideas, data, or figures;
- Data Fabrication/Falsification: Forging or altering experimental data, images, or research results;
- Duplicate Publication: Submitting the same manuscript to multiple journals simultaneously or splitting already published results for repeated publication;
- Improper Authorship: Fabricating authors, misappropriating authorship rights, or listing authors without consent;
- Manipulation of Peer Review: Fabricating reviewers, colluding in reviews, or interfering with the review process;
- Paper Trading and Ghostwriting: Buying or selling papers, or engaging third-party agencies for ghostwriting and submission;
- Citation Manipulation: Manipulating citation data, fabricating citations, or citing literature unrelated to the paper.
Handling Measures: Upon verification of academic misconduct, the Journal Center shall, depending on the severity, take the following measures: manuscript rejection, retraction, notification to the author's institution, placement on the Journal Center's blacklist, refusal of submissions from the author for a specified period, and notification to relevant academic evaluation institutions. Those suspected of violating the law shall be transferred to the competent authorities in accordance with the law.
V. Copyright and Open Access
- Upon publication, authors retain copyright, while the Journal Center holds the publication right, information network dissemination right, and compilation right of the paper.
- Authors are encouraged to publish via the Open Access model so that research output can more broadly serve the academic community.
- Any individual or organization that reprints or excerpts published papers must indicate the source and obtain authorization, and shall not use the content for commercial purposes.
VI. Complaints and Appeals
Any individual or institution that discovers violations of publication ethics by journals under the Journal Center, or disagrees with a manuscript handling decision, may file a complaint or appeal through official channels. The Journal Center shall promptly investigate upon receipt of the complaint and provide feedback on the handling result within 30 working days. The privacy of complainants shall be strictly protected throughout the investigation.
These Guidelines shall take effect upon issuance. The Journal Center reserves the right to revise them in light of national policies and industry developments. All authors submitting to journals under the Journal Center and all reviewers participating in the review process are deemed to have read and agreed to comply with these Guidelines.
