2026 中国科技期刊发展论坛在京举办,发布多项重要成果2026 China Science Journal Development Forum Held in Beijing; Experts Call for Accelerating Independent Publishing Capacity of Chinese Science Journals
“加快科技期刊自主出版能力建设、推进人工智能赋能出版转型,是夯实科技创新基础支撑、服务高水平科技自立自强的必然要求。”7月13日,中国科协副主席、中国科学院院士高鸿钧在2026中国科技期刊发展论坛上表示。
论坛上正式发布的两项成果,是我国推动科技期刊自主出版的最新印证。
第一项是农学领域高质量科技期刊分级目录首版的发布。该目录由中国农学会牵头编制,通过定量评估与定性评价相结合的方式,从508种候选期刊中遴选出252种期刊(中文105种、外文147种),并按同质等效的原则将所选期刊划分为T1、T2、T3三级,覆盖农业科学综合、农学农艺学等4个二级学科。中国农学会副会长、中国工程院院士万建民介绍,该目录将在科研成果评价、人才评定等场景落地,引导农业领域高水平成果向国内期刊回流。
论坛发布的第二项成果是《中国科技期刊开放获取出版指南》以及迭代升级的“学术科协”平台。前者填补了国内开放获取出版操作规范的空白,为期刊有序推进开放获取转型提供指引;后者在原有基础平台上完成功能升级,有助于进一步完善我国科技期刊数字化出版基础设施。
在论坛主旨报告环节,五位专家从不同维度阐释了一流科技期刊建设的实践路径。
中国科学院院士曹臻以高海拔宇宙线观测站(LHAASO)为例,介绍了高能物理领域开放科学的实践探索。他提出,依托大科学装置国际合作,通过开放获取模式自主办刊,降低出版成本,支撑科研成果快速实现全球共享。
科技期刊评价指标也受到与会者关注。中国工程院院士陈学东表示:“当前我国科技论文产出领跑全球,但本土期刊承载能力与国际话语权不足,传统国际评价体系对非英文期刊存在结构性偏差。”
中国科协高度重视期刊自主评价体系建设,并连续多年发布《科技期刊世界影响力指数(WJCI)》。陈学东介绍,WJCI覆盖全球1.5万余种优秀期刊、89个国家和地区,首创“传统引证指标+网络影响力”双维评价模式,收录中国期刊1917种,远超国际数据库收录规模,为中外期刊同质等效评价提供了中国标准,是我国掌握学术评价话语权的重要支撑。
中国科学院院士陈发虎分享了发展期刊集群平台的经验。他介绍,中国地理学会打造的期刊集群目前已汇聚52种期刊,并通过智慧云平台大幅提升了传播效能,单月全球浏览量超800万人次。此外,中国地理学会开创了数据论文出版新模式,打造服务国家战略的学术智库,走出了一条学科凝聚、集群发展的特色路径。
中国科学院昆明分院院长、《动物学研究》(《Zoological Research》)主编姚永刚分享了单刊自主成长的实践。该刊通过流动编委制、设置专题专栏等机制,成长为领域内具有国际影响力的头部期刊。同时,该期刊积极主动探索自主发展之路,不依附于国际大型出版商,掌握着期刊的自主出版权、学术话语权与数据安全。
姚永刚呼吁,要坚定走自主办刊之路,依托期刊集群平台实现抱团发展,为本土期刊提供专业的技术服务支撑。同时,要尽快完善相关评价机制,引导优质成果发表在国内期刊上,重塑我国学术出版自信。
“科技期刊是国产大模型高质量语料的重要水源池,也是可信知识应用的校验场。同时,国产大模型也能助推科技期刊全流程数智化升级。二者双向赋能,一定可以走出新路径,构建独立自主的技术支撑体系、安全可信的知识服务体系,重塑知识共识机制、知识再生机制,激发更多原始知识创新,构建知识生长的新生态。”腾讯研究院高级顾问冯宏声强调。(记者 代小佩)

"Accelerating the development of independent publishing capacity for science journals and advancing AI-empowered publishing transformation are inevitable requirements for consolidating the foundational support for scientific and technological innovation and serving high-level sci-tech self-reliance," said Gao Hongjun, Vice President of the China Association for Science and Technology (CAST) and Academician of the Chinese Academy of Sciences (CAS), at the 2026 China Science Journal Development Forum on July 13.
Two outcomes officially released at the forum serve as the latest evidence of China's efforts to promote independent publishing of science journals.
The first is the release of the inaugural Graded Catalog of High-Quality Science Journals in Agronomy. Compiled under the leadership of the Chinese Association of Agricultural Science Societies, the catalog selected 252 journals (105 in Chinese and 147 in foreign languages) from 508 candidates through a combination of quantitative assessment and qualitative evaluation. The selected journals are classified into T1, T2, and T3 tiers based on the principle of equivalence, covering four secondary disciplines including comprehensive agricultural science and agronomy. Wan Jianmin, Vice President of the Chinese Association of Agricultural Science Societies and Academician of the Chinese Academy of Engineering, introduced that the catalog will be applied in scenarios such as research achievement evaluation and talent assessment, guiding high-level agricultural research 成果 to flow back to domestic journals.
The second outcome released at the forum is the Guidelines for Open Access Publishing of Chinese Science Journals and the iteratively upgraded "Academic CAST" platform. The former fills the gap in operational specifications for open access publishing in China, providing guidance for journals to systematically advance open access transformation; the latter has completed functional upgrades on its original foundation, helping to further improve China's digital publishing infrastructure for science journals.
During the forum's keynote session, five experts elaborated on practical pathways for building world-class science journals from different dimensions.
CAS Academician Cao Zhen used the Large High Altitude Air Shower Observatory (LHAASO) as an example to introduce practical explorations of open science in high-energy physics. He proposed that, relying on international cooperation on major scientific facilities, journals could be independently published through open access models to reduce publishing costs and support the rapid global sharing of research results.
Science journal evaluation indicators also attracted attention from participants. "Currently, China's scientific paper output leads the world, but the carrying capacity of domestic journals and international discourse power are insufficient, and traditional international evaluation systems have structural biases against non-English journals," said Chen Xuedong, Academician of the Chinese Academy of Engineering.
CAST attaches great importance to the development of an independent journal evaluation system and has continuously released the World Journal Clout Index (WJCI) for many years. Chen Xuedong introduced that WJCI covers more than 15,000 outstanding journals from 89 countries and regions, pioneering a dual-dimensional evaluation model of "traditional citation indicators + online influence." It indexes 1,917 Chinese journals, far exceeding the scale of international databases, providing a Chinese standard for equivalent evaluation of Chinese and foreign journals and serving as important support for China to gain discourse power in academic evaluation.
CAS Academician Chen Fahu shared experience in developing journal cluster platforms. He introduced that the journal cluster built by the Geographical Society of China currently brings together 52 journals, and through a smart cloud platform has significantly improved communication efficiency, with monthly global views exceeding 8 million. In addition, the Geographical Society of China pioneered a new model of data paper publishing, built an academic think tank serving national strategies, and blazed a distinctive path of disciplinary cohesion and cluster development.
Yao Yonggang, Dean of the CAS Kunming Branch and Editor-in-Chief of Zoological Research, shared the practice of independent growth for individual journals. Through mechanisms such as a rotating editorial board system and special topic columns, the journal has grown into a leading international publication in its field. At the same time, the journal has actively explored an independent development path, not 依附于 major international publishers, and retains independent publishing rights, academic discourse power, and data security.
Yao Yonggang called for firmly pursuing independent journal publishing, relying on journal cluster platforms to achieve collective development, and providing professional technical service support for domestic journals. Meanwhile, relevant evaluation mechanisms should be improved as soon as possible to guide high-quality results to be published in domestic journals and reshape China's academic publishing confidence.
"Science journals are an important source of high-quality corpus for domestic large language models, as well as a verification ground for trustworthy knowledge applications. At the same time, domestic large models can also boost the full-process digital and intelligent upgrading of science journals. The two empower each other, and will surely blaze a new path — building an independent and controllable technical support system, a secure and trustworthy knowledge service system, reshaping knowledge consensus and knowledge regeneration mechanisms, stimulating more original knowledge innovation, and constructing a new ecosystem for knowledge growth," emphasized Feng Hongsheng, Senior Advisor at Tencent Research Institute.
