从“唯影响因子”到“重四维评价” 打造世界科技顶刊“中国标尺”From

长期以来,国际主流科学引文数据库以英文期刊为主。非英语期刊数量占全球期刊总量近半,收录占比却不足15%,导致以非英语发表的科研成果长期“系统性隐身”。
科技日报记者近日从中国科学技术信息研究所获悉,我国自主研发的世界科学引文数据库已完成中文、英文、日文主要期刊的跨语种整合,将于年底上线试运行;我国自主构建的世界一流科技期刊目录和评价指标体系,也将于明年正式亮相。
从“唯影响因子”走向多元评价,从“借船出海”迈向“造船扬帆”,搭建公平多元、特色鲜明的评价体系,打造世界一流科技期刊“中国标尺”,标志着我国科技期刊自主评价体系建设进入关键时期,也标志着我国科技期刊向世界一流进军加速关键破题。
破:突围评价垄断
目前,国际公认度较高的期刊评价体系,主要包括国外的SCI(科学引文索引)、EI(工程索引)等数据库,而国内广泛认可的核心期刊评价体系则包括CSCD(中国科学引文数据库)、CSSCI(中文社会科学引文索引)等。以SCI为例,2025年共收录中国期刊292种。
“在指标设定与权重划分上,当前主流国际期刊评价体系更倾向于英语语境,易使发展中国家的学术标准被西方定义。”中国科学技术信息研究所科学计量与评价研究中心主任杨代庆告诉记者,建设中国自主的世界一流科技期刊评价指标体系,就是要用中国自己的“尺子”比对国内科技期刊与国际先进水平的差距。
中国高校科技期刊研究会副理事长兼专职秘书长张昕坦言,近年来,几个重要的国际期刊检索库规则调整频繁、准入门槛不断提高。这些调整并非针对我国,但由于我国新刊数量相对增长较快,所受冲击尤为明显。
2024年度,我国各学科最具影响力期刊论文数量、高水平国际期刊论文数量及被引用次数、热点论文数量,继续保持世界第一。与此同时,《中国科技期刊发展蓝皮书(2025)》显示,2024年,中国SCI期刊中88%的论文来自中国作者,但仅占中国学者全年国际论文总量的4.2%。换言之,中国学者被SCI收录的论文中,超过95%发表于境外期刊。
数据揭示出结构性失衡:我国科研“硬实力”位居世界前列,而学术传播、期刊评价等“软实力”建设相对滞后。
“中国科研体量、论文产出、经费投入居世界前列,应当拥有自主可控、面向全球、服务国家的学术交流平台。”中国科学院文献情报中心研究馆员刘筱敏认为,面向科技强国建设目标,打破西方单一评价框架、构建中国自主的评价体系,已成为必然选择。
立:塑造四维逻辑
“要加快培育世界一流科技期刊,建设具有国际影响力的科技文献和数据平台,发起高水平国际学术会议,鼓励重大基础研究成果率先在我国期刊、平台上发表和开发利用。”习近平总书记的重要指示,为我国培育世界一流科技期刊的深刻变革指明方向。
事实上,中国构建自主、科学、公平的期刊评价体系早已布局推进。2019年,多部门推动实施“科技期刊卓越行动计划”,赋能重点领域期刊提质进阶;2021年,中宣部等三部门出台专项文件明确,努力打造一批世界一流、代表国家学术水平的知名期刊……
正在推进建设的世界科学引文数据库和世界一流科技期刊评价体系,正是多年政策深耕与改革积淀的成果。
“该指标体系将为评价世界一流科技期刊提供中国方案。”张昕表示,“它并非封闭的‘自循环’,有助于我国期刊在全球期刊格局中找准定位,保持定力。”
“该指标体系在保留影响因子、总被引频次等经典指标的同时,自主研制‘发文指数’等新型指标,探索新的评价路径。”杨代庆认为,采用我国自主研发的评价体系,以海量兼容的全球多语种期刊文献为“数据底座”,对全球期刊进行多维度、科学化的评价与分级,将助力提升我国全球学术话语权。
学术组织力、学术引领力、学术影响力、社会影响力四大维度,各有侧重又相互契合,完整呈现科技期刊的价值链条,成为该指标体系的核心要素。
“真正的创新在于这一框架的顶层逻辑,即从期刊的社会功能出发构建评价体系。”刘筱敏说,“四大维度聚焦期刊在学术共同体、社会发展中承担什么功能,而非单纯看引用数据,这正是我国期刊评价体系区别于西方计量数据库的最大特征。”
在刘筱敏看来,该指标体系不仅客观对标国际百年名刊、找准差距,同时展示国内优质期刊优势、树立信心。“以评价为抓手定向发力,方能稳步推进世界一流科技期刊建设。”
行:构建开放生态
“新体系正主动对接爱思唯尔、施普林格·自然等国际出版集团,联动Scopus等主流数据库标注中国认定的一流期刊,以通用、公平的评价标准面向全球开放,不刻意偏袒本土期刊。”杨代庆表示,期待广大学者关注一流期刊目录,将优秀成果刊发于本土期刊,助力我国科技期刊迈向世界一流。
“未来希望把一流期刊建设纳入职称评审、项目申报等核心评价场景,通过本土刊发激励、成果认定扩容等激励举措,引导优质成果回流本土期刊。”杨代庆解释,行政引导并非强制干预自由投稿,仅对财政资金支持的科研成果划定使用规范,这也是国际上一些国家的通用做法。同时,国家要扶持本土科技期刊提质扩容,夯实办刊硬实力,筑牢入选一流目录的核心根基。
施普林格·自然大中华区总裁安诺杰认为,一套被广泛认可的标准能让“游戏规则”清晰透明。“中国已有许多国内期刊在国际排名中表现出色,我们很荣幸合作出版了其中200多种期刊。”安诺杰还提醒,指标体系既需警惕“名家偏好”,也要更专注于期刊质量和影响力。
“期刊崛起是一个漫长的过程,5年内主要改善国内学术评价生态,10年以上才能逐步形成国际品牌影响力。”刘筱敏说,“新体系对内治病、对外观测,不求短期全球追捧,只求长期健康生长。”
杨代庆也坦言,新指标体系优化、西方学术壁垒突破、跨语种智能测算等挑战仍需攻坚,赢得全球主流认可尚需时日。但我国坐拥海量优质科研稿源的坚实底气,为新体系走向国际提供坚实支撑。
从破局西方主导,到立标重塑逻辑,再到落地构筑生态,中国科技期刊评价体系的建设路径已然清晰。随着“造船扬帆”的步伐愈发坚实,一个植根中国、面向全球的评价新生态正加速成型。这不仅将助推中国期刊从“跟跑”迈向“并跑”乃至“领跑”,也将为国际学术界贡献兼具价值与内涵的中国方案。

For a long time, the world's leading scientific citation databases have been dominated by English-language journals. Non-English journals account for nearly half of all journals worldwide, yet less than 15% of them are indexed — meaning research published in non-English languages has long been "systematically invisible."
Reporters from Science and Technology Daily recently learned from the Chinese Institute of Scientific and Technical Information (CISTI) that China's independently developed World Science Citation Database has completed cross-language integration of major Chinese, English, and Japanese journals, and will begin trial operation by the end of this year. China's independently constructed catalog of world-class science journals and its evaluation indicator system will also be officially unveiled next year.
Moving from "impact factor only" toward diversified evaluation, and from "going to sea on borrowed ships" toward "building our own ships and setting sail," the establishment of a fair, diversified, and distinctive evaluation system — and the creation of a "Chinese yardstick" for world-class science journals — marks that China's development of an independent journal evaluation system has entered a critical phase, and that Chinese science journals are accelerating their breakthrough toward world-class status.
Breaking Through: Escaping Evaluation Monopoly
Currently, the internationally recognized journal evaluation systems mainly include foreign databases such as SCI (Science Citation Index) and EI (Engineering Index, while widely accepted domestic core journal evaluation systems include CSCD (Chinese Science Citation Database) and CSSCI (Chinese Social Sciences Citation Index). Taking SCI as an example, it indexed 292 Chinese journals in 2025.
"In terms of indicator design and weight allocation, current mainstream international journal evaluation systems tend to favor the English-language context, which can easily allow academic standards of developing countries to be defined by the West," Yang Daiqing, Director of the Scientometrics and Evaluation Research Center at CISTI, told reporters. Building China's own evaluation indicator system for world-class science journals means using China's own "ruler" to measure the gap between domestic journals and international advanced levels.
Zhang Xin, Vice Chairman and Full-time Secretary-General of the Chinese Society of University Scientific Journals, acknowledged that in recent years, several major international journal indexing databases have frequently adjusted their rules and continuously raised entry thresholds. These adjustments are not targeted at China, but because the number of new Chinese journals has grown relatively fast, the impact has been particularly pronounced.
In 2024, China continued to rank first in the world in the number of papers published in the most influential journals across disciplines, the number and citation count of papers in high-level international journals, and the number of hot papers. Meanwhile, the Blue Book on the Development of Chinese Science Journals (2025) shows that in 2024, 88% of papers in Chinese SCI journals came from Chinese authors, but these accounted for only 4.2% of the total international papers published by Chinese scholars in the year. In other words, over 95% of Chinese scholars' SCI-indexed papers were published in overseas journals.
The data reveals a structural imbalance: China's "hard power" in scientific research ranks among the world's top, while the development of "soft power" in academic communication and journal evaluation lags relatively behind.
"China's research volume, paper output, and funding investment rank among the world's top, and it should have an independently controllable, globally oriented, and nation-serving academic exchange platform," said Liu Xiaomin, a research librarian at the Chinese Academy of Sciences' Literature and Information Center. Facing the goal of building a science and technology powerhouse, breaking the Western single-evaluation framework and constructing China's own evaluation system has become an inevitable choice.
Establishing: Shaping a Four-Dimensional Logic
"We must accelerate the cultivation of world-class science journals, build internationally influential scientific literature and data platforms, initiate high-level international academic conferences, and encourage major basic research results to be first published and developed in Chinese journals and platforms." General Secretary Xi Jinping's important instructions have pointed the direction for the profound transformation of cultivating world-class science journals in China.
In fact, China has long been laying out and advancing the construction of an independent, scientific, and fair journal evaluation system. In 2019, multiple departments promoted the implementation of the "Action Plan for Excellence in Chinese Science Journals" to empower journals in key fields to improve quality and advance. In 2021, three departments including the Publicity Department of the CPC Central Committee issued a special document 明确 stating efforts to build a number of world-renowned journals representing the country's academic level...
The ongoing construction of the World Science Citation Database and the world-class science journal evaluation system is precisely the result of years of policy cultivation and reform accumulation.
"This indicator system will provide a Chinese solution for evaluating world-class science journals," Zhang Xin said. "It is not a closed 'self-loop'; it helps Chinese journals find their position in the global journal landscape and maintain their strategic focus."
"While retaining classic indicators such as impact factor and total citation frequency, the indicator system independently develops new indicators such as the 'publication index' to explore new evaluation pathways," Yang Daiqing believes. Using China's independently developed evaluation system, with a massive and compatible global multilingual journal literature as the "data foundation," to conduct multidimensional and scientific evaluation and grading of global journals will help enhance China's global academic discourse power.
The four dimensions — academic organizational capacity, academic leadership, academic influence, and social influence — each have their own emphasis while complementing one another, fully presenting the value chain of science journals and serving as the core elements of this indicator system.
"The real innovation lies in the top-level logic of this framework, namely, constructing the evaluation system from the social functions of journals," Liu Xiaomin said. "The four dimensions focus on what functions journals serve in the academic community and social development, rather than simply looking at citation data. This is the biggest feature that distinguishes China's journal evaluation system from Western bibliometric databases."
In Liu Xiaomin's view, the indicator system not only objectively benchmarks against century-old international renowned journals to identify gaps, but also showcases the strengths of high-quality domestic journals to build confidence. "Only by targeting efforts through evaluation can we steadily advance the construction of world-class science journals."
Implementing: Building an Open Ecosystem
"The new system is proactively connecting with international publishing groups such as Elsevier and Springer Nature, and collaborating with mainstream databases like Scopus to label Chinese-recognized first-class journals, so as to open up to the world with universal and fair evaluation standards, without deliberately favoring domestic journals," Yang Daiqing said. He hopes that scholars will pay attention to the catalog of first-class journals and publish outstanding work in domestic journals, helping Chinese science journals move toward world-class status.
"In the future, we hope to incorporate the construction of first-class journals into core evaluation scenarios such as professional title review and project application, and through incentive measures such as domestic publication incentives and expanded result recognition, guide high-quality results to flow back to domestic journals," Yang Daiqing explained. Administrative guidance is not mandatory intervention in free submission; it only sets usage specifications for research results supported by public funds, which is also a common practice in some countries internationally. At the same time, the state should support domestic science journals to improve quality and expand capacity, consolidating the core foundation for being selected into the first-class catalog.
Arnout Jacobs, President of Springer Nature Greater China, believes that a widely recognized standard can make the "rules of the game" clear and transparent. "China already has many domestic journals performing well in international rankings, and we are honored to co-publish more than 200 of them," Jacobs said. He also cautioned that the indicator system needs to guard against "prestige bias" while focusing more on journal quality and influence.
"The rise of journals is a long process. Within five years, we will mainly improve the domestic academic evaluation ecosystem; it will take more than ten years to gradually build international brand influence," Liu Xiaomin said. "The new system treats internal issues and observes externally. It does not seek short-term global acclaim, but long-term healthy growth."
Yang Daiqing also acknowledged that challenges such as optimizing the new indicator system, breaking through Western academic barriers, and cross-language intelligent measurement still need to be tackled, and gaining global mainstream recognition will take time. However, China's solid foundation of massive high-quality research manuscripts provides strong support for the new system to go international.
From breaking the Western-dominated status quo, to establishing standards and reshaping logic, to implementing and building an ecosystem, the construction path of China's science journal evaluation system is already clear. As the pace of "building our own ships and setting sail" becomes more solid, a new evaluation ecosystem rooted in China and oriented toward the world is accelerating its formation. This will not only help Chinese journals move from "following" to "running alongside" and even "leading," but also contribute a Chinese solution with both value and depth to the international academic community.
