加强科研诚信 中国数百种科技期刊及集群发布倡议China's Hundreds of Science Journals and Clusters Release Initiative to Strengthen Research Integrity
新华社北京8月19日电（记者刘祯）为营造风清气正的学术生态，加快建设世界一流科技期刊，中国科技期刊卓越行动计划入选期刊及集群近日共同发布《坚守科研诚信 共建一流期刊——中国科技期刊卓越行动计划维护学术诚信倡议》，发出坚守科研诚信、维护出版伦理、促进可信传播的共同承诺。
科技期刊是记录科学发现、确认学术贡献、传播创新成果的重要载体。近年来，随着全球科研活动快速发展和数字技术广泛应用，科研诚信治理面临新的挑战。
倡议围绕科研诚信和学术出版全过程，提出七方面要求，既回应当前突出问题，也着眼未来发展趋势。
针对“论文工厂”等学术不端问题，倡议明确提出坚决反对抄袭剽窃、数据造假、图片篡改、重复发表、不当署名、操纵同行评议、虚假引用以及论文代写代投、“论文工厂”等行为，对学术不端坚持“零容忍”。
针对人工智能技术快速发展带来的新问题，倡议提出规范人工智能技术在科研活动和学术出版中的辅助性应用，主动声明人工智能工具的具体用途及介入程度，确保学术贡献归属清晰、责任可追溯。
同时，倡议强调完善同行评议制度、提升编辑和审稿专家能力，加强科技期刊、科研机构、高校和学术组织协同治理。
中国科技期刊卓越行动计划是中国科协等七部门联合实施的科技期刊专项，自2019年实施以来，培育了一批代表我国科技期刊发展水平、具有国际竞争力的优秀期刊。截至目前，中国科技期刊卓越行动计划累计支持期刊达959刊次，其中283种期刊跻身学科排名前25%，23种期刊排名学科第一。
Xinhua News Agency, Beijing, August 19 (Reporter Liu Zhen) — To foster a clean and upright academic ecosystem and accelerate the construction of world-class science journals, journals and clusters selected under the Action Plan for Excellence in Chinese Science Journals recently jointly released the Initiative on Upholding Research Integrity and Building First-Class Journals — Maintaining Academic Integrity under the Action Plan for Excellence in Chinese Science Journals, issuing a shared commitment to uphold research integrity, safeguard publication ethics, and promote trustworthy communication.
Science journals are important carriers for recording scientific discoveries, confirming academic contributions, and disseminating innovative achievements. In recent years, with the rapid development of global research activities and the widespread application of digital technologies, the governance of research integrity has faced new challenges.
The initiative puts forward requirements in seven aspects covering the entire process of research integrity and academic publishing, both responding to current prominent issues and looking ahead to future development trends.
Addressing academic misconduct such as "paper mills," the initiative explicitly states firm opposition to plagiarism, data fabrication and falsification, image manipulation, duplicate publication, improper authorship, manipulation of peer review, citation manipulation, as well as ghostwriting and third-party paper submission and "paper mills," maintaining a "zero tolerance" stance toward academic misconduct.
In response to new issues brought by the rapid development of artificial intelligence technology, the initiative proposes regulating the auxiliary application of AI technology in research activities and academic publishing, requiring proactive disclosure of the specific purposes and extent of involvement of AI tools, to ensure clear attribution of academic contributions and traceable accountability.
Meanwhile, the initiative emphasizes improving the peer review system, enhancing the capabilities of editors and reviewers, and strengthening collaborative governance among science journals, research institutions, universities, and academic organizations.
The Action Plan for Excellence in Chinese Science Journals is a special program for science journals jointly implemented by seven departments including the China Association for Science and Technology (CAST). Since its launch in 2019, it has cultivated a group of outstanding journals representing the development level of Chinese science journals with international competitiveness. To date, the Action Plan has cumulatively supported 959 journal instances, among which 283 journals rank in the top 25% of their subject categories, and 23 journals rank first in their disciplines.
