期刊中心召开英文科技期刊建设工作推进会Journal Center Holds Promotion Meeting for English-Language Scientific Journal Development

为深入贯彻落实国家关于深化科技期刊改革发展的决策部署,高质量推进英文科技期刊创刊工作,近日,中国国际科技促进会期刊中心召开英文科技期刊建设工作推进会。期刊中心领导班子、各英文期刊主编、编辑部负责人及相关业务骨干参加会议。

会议传达学习了上级部门关于加强科技期刊建设的相关文件精神,系统梳理了中心英文期刊创刊工作的总体进展。会议指出,在国家大力支持科技期刊发展的良好政策环境下,中心抢抓机遇、主动布局,英文科技期刊创刊工作有序推进,学科覆盖持续拓展,办刊队伍不断充实,制度体系逐步完善,为后续高质量发展奠定了坚实基础。

会上,各英文期刊编辑部围绕创刊筹备进展、定位与特色、编委队伍建设、组稿约稿、制度建设等方面进行了工作汇报。会议重点听取了《Annals of Standards, Innovation and Global Cooperation》《Creative Therapeutics》《International Science Promotion Journal》《Advanced Future Food Science and Technology》《Applied Quantum Materials Physics》《Transactions on Intelligent and Autonomous Control》《Computational Intelligence Studies》《Green and Low Carbon Forage and Feed》等新刊的创刊推进情况,对各刊在学科定位、编委组建、首辑组稿等方面取得的阶段性成果给予充分肯定,并就创刊关键环节进行了深入交流与工作部署。

会议明确,下一步英文期刊创刊工作要重点抓好五项任务:一是强化顶层设计,进一步明确各刊学科定位与特色发展方向,构建差异化、互补性的期刊矩阵,形成集群发展合力;二是建强编委队伍,汇聚国内外相关领域知名学者,充分发挥编委在学术引领、组稿约稿、质量把关中的核心作用;三是精心组织首辑稿件,围绕学科前沿热点策划专题约稿,确保创刊号高质量起步,树立良好学术品牌形象;四是完善制度规范,建立健全同行评议、编辑出版、伦理规范等各项制度,保障期刊规范化运行;五是加强国际传播,积极对接国际学术平台与数据库,拓展推广渠道,提升期刊国际可见度与学术影响力。

期刊中心负责人在总结讲话中强调,英文科技期刊创刊是中心服务国家创新驱动发展战略、提升国际学术话语权的重要举措。各期刊要坚持 "质量立刊、特色兴刊、开放强刊" 的发展理念,以高标准、严要求推进创刊各项工作,力争早日建成一批具有国际影响力的英文科技期刊,为建设世界科技强国贡献力量。

To thoroughly implement the national decisions and arrangements on deepening the reform and development of scientific journals, and to advance the launch of English-language scientific journals with high quality, the Journal Center recently held a promotion meeting for English-language scientific journal development. Members of the Journal Center's leadership, editors-in-chief of each English-language journal, editorial department heads, and relevant professional staff attended the meeting.

The meeting conveyed and studied the spirit of relevant documents from superior authorities on strengthening the development of scientific journals, and systematically reviewed the overall progress of the Center's English-language journal launch initiatives. The meeting noted that, amid the favorable policy environment of strong national support for the development of scientific journals, the Center has seized opportunities and taken proactive steps in planning. The launch of English-language scientific journals is progressing in an orderly manner, with continuously expanding disciplinary coverage, a growing publishing team, and a gradually improving institutional system, laying a solid foundation for high-quality development going forward.

At the meeting, the editorial departments of each English-language journal reported on their progress in launch preparations, positioning and distinctive features, editorial board development, manuscript solicitation, and institutional building. The meeting focused on the launch progress of new journals including Annals of Standards, Innovation and Global Cooperation, Creative Therapeutics, International Science Promotion Journal, Advanced Future Food Science and Technology, Applied Quantum Materials Physics, Transactions on Intelligent and Autonomous Control, Computational Intelligence Studies, and Green and Low Carbon Forage and Feed. The meeting fully affirmed the phased achievements of each journal in disciplinary positioning, editorial board formation, and inaugural issue manuscript organization, and conducted in-depth exchanges and work deployment on key aspects of the journal launch.

The meeting clarified that the next phase of English-language journal launch work will focus on five key tasks: First, strengthening top-level design — further clarifying the disciplinary positioning and distinctive development direction of each journal, building a differentiated and complementary journal matrix, and forming synergy for cluster development. Second, building a strong editorial board — bringing together renowned scholars in relevant fields from home and abroad, and giving full play to the editorial board's core role in academic leadership, manuscript solicitation, and quality assurance. Third, carefully organizing inaugural issue manuscripts — planning special topic solicitations around frontier research hotspots, ensuring a high-quality start for the inaugural issue and establishing a strong academic brand image. Fourth, improving institutional standards — establishing and refining systems for peer review, editorial publishing, and ethical guidelines to ensure the standardized operation of journals. Fifth, strengthening international dissemination — actively engaging with international academic platforms and databases, expanding promotion channels, and enhancing the international visibility and academic influence of the journals.

In concluding remarks, the head of the Journal Center emphasized that the launch of English-language scientific journals is an important initiative for the Center to serve the national innovation-driven development strategy and enhance China's international academic discourse power. Each journal must adhere to the development philosophy of "quality-driven establishment, distinctive development, and open strengthening," and advance all launch tasks with high standards and strict requirements, striving to build a cohort of internationally influential English-language scientific journals at an early date and contributing to the building of a world-leading scientific and technological powerhouse.
