关于规范使用期刊中心投稿服务的说明Notice on Regulating the Use of the Journal Center's Submission Services
各有关单位、广大作者：
为进一步规范学术期刊投稿秩序，维护期刊中心所属期刊的学术声誉与出版公信力，保障作者合法权益，防范学术不端及违规投稿行为，现就规范使用期刊中心投稿服务有关事项说明如下：
一、官方投稿渠道
期刊中心所属期刊均通过官方在线投稿系统或编辑部指定邮箱接收稿件，未授权任何第三方机构或个人代为征稿、组稿或收费。作者投稿请务必通过期刊中心官网公布的正规渠道提交，切勿轻信非官方平台或个人发布的投稿信息。
二、严禁行为
期刊中心严令禁止以下行为：
- 论文买卖与代写代投：严禁任何机构或个人从事论文代写、代投、抄袭剽窃、数据造假等学术不端活动；
- 虚假宣传与承诺：严禁以 "包发表"" 包录用 ""内部渠道"" 快速见刊 " 等名义进行虚假宣传或收取高额费用；
- 冒用名义征稿：严禁冒用期刊中心或所属期刊名义设立虚假投稿网站、微信群、QQ 群等进行非法征稿；
- 违规转让出版权：严禁将期刊采编业务、出版权违规外包或转让给第三方机构；
- 一稿多投与重复发表：严禁同一稿件同时向多家期刊投稿，或将已发表成果拆分重复发表。
三、作者投稿须知
- 确保原创性：作者应保证所投稿件为原创成果，引用他人成果须规范标注，不存在抄袭、剽窃等情形；
- 署名真实：署名作者均须对论文有实质性贡献，不得虚构作者或未经同意署名；
- 数据可靠：研究数据应真实、完整，不得伪造、篡改实验数据或图像；
- 如实披露：使用人工智能工具辅助写作的，须按期刊要求如实披露工具名称及使用范围；
- 遵守流程：严格按照期刊投稿指南提交稿件，配合编辑部进行审稿、修改等工作。
四、违规处理
对经查实存在上述违规行为的个人或机构，期刊中心将采取以下措施：
- 对违规稿件予以退稿或撤稿处理，并通报作者所在单位；
- 将相关作者或机构列入期刊中心黑名单，一定期限内或永久拒绝其投稿；
- 涉嫌违法犯罪的，依法移送有关部门处理。

To all relevant institutions and authors:
To further regulate the submission order of academic journals, safeguard the academic reputation and publishing credibility of journals under the Journal Center, protect the legitimate rights and interests of authors, and prevent academic misconduct and irregular submission practices, the following matters regarding the regulated use of the Journal Center's submission services are hereby specified:
I. Official Submission Channels
All journals under the Journal Center accept manuscripts exclusively through their official online submission systems or editorial board-designated email addresses. No third-party institution or individual is authorized to solicit, organize, or charge for manuscripts on our behalf. Authors are advised to submit manuscripts only through the official channels published on the Journal Center's website, and to disregard submission information posted on non-official platforms or by individuals.
II. Prohibited Conduct
The Journal Center strictly prohibits the following:
- Paper trading and ghostwriting/third-party submission: Any institution or individual engaging in paper ghostwriting, third-party submission, plagiarism, data fabrication, or other forms of academic misconduct is strictly prohibited.
- False advertising and promises: False promotion or exorbitant fee collection under such claims as "guaranteed publication," "guaranteed acceptance," "internal channels," or "rapid publication" is strictly prohibited.
- Unauthorized use of name for manuscript solicitation: Establishing fake submission websites, WeChat groups, QQ groups, or other channels to illegally solicit manuscripts under the name of the Journal Center or its journals is strictly prohibited.
- Unauthorized transfer of publishing rights: Outsourcing or transferring editorial and publishing operations to third-party institutions in violation of regulations is strictly prohibited.
- Duplicate submission and redundant publication: Submitting the same manuscript to multiple journals simultaneously, or splitting already published results for repeated publication, is strictly prohibited.
III. Author Submission Guidelines
- Ensure originality: Authors shall ensure that submitted manuscripts are original works. All use of others' work must be properly cited, and plagiarism is prohibited.
- Authentic authorship: All listed authors shall have made substantial contributions to the paper. Fabricating authors or listing authors without their consent is prohibited.
- Reliable data: Research data shall be authentic and complete. Fabricating or falsifying experimental data or images is prohibited.
- Full disclosure: When using artificial intelligence tools to assist in writing, authors shall truthfully disclose the tool names and scope of use as required by the journal.
- Follow procedures: Authors shall strictly follow the journal's submission guidelines and cooperate with the editorial office in peer review, revision, and other processes.
IV. Handling of Violations
For individuals or institutions found to have committed the above violations, the Journal Center will take the following measures:
- Reject or retract violating manuscripts and notify the author's affiliated institution;
- Place the relevant authors or institutions on the Journal Center's blacklist, refusing their submissions for a specified period or permanently;
- Transfer cases involving suspected illegal or criminal activities to the competent authorities in accordance with the law.
